At the same time, the relationship between the Lee brothers—Lee Ki Hwan (Jung Moon Sung), a quiet bookstore owner, and Lee Ki Beom—brings a sense of immediacy and tension.

Ultimately, “The Scarecrow” serves as the “closing argument” to a trial that lasted 33 years. It is a crime procedural thriller but also a re-telling of the infamous serial killer, but through the lens of victims, survivors, the wrongfully accused, and the long, arduous road to justice.
